Duplicated Item Set

No, that's not normal.
My guess is that one is being added by the Item Set Rule, which is what you want, and another is being added either because the "Unique Item Set" toggle on the Item prefab component is set to true or if you are using a pickup, you may have the ItemSet defined there too.
