Animator movement set id always 0

Hi,
I'm using UCC 2.4.2 + UIS 1.2.2.
My melee weapon has Animator Movement Set ID=1, but after my character equip this melee weapon, the MovementSetID in animator parameters was not changed to 1 but always 0.
Is there something I missed?
