When several Generic abilities are used, the Start Stop Ability task returns Failure, even if the Always Return Success checkbox is checked. When a character has only one Generic ability, then there is no such problem.

 
The priority index on the task is different from the animation index. The priority is the index within the ability list, which is 5 in your case.
