Surface identifier water

I would like my bullets to interact with the surface of the water, causing a ripple, which I have ready to go, however I am not sure how to set the surface of the water with the identifier, and also be able to pass through it as you would with water for both character and bullet. For it has to have a collider for the bullet to register hitting it.
 
You could adjust your layer masks so the character can walk through the water but the bullet stops at the water.
